- Operating procedures present a standardized way to conduct activities ranging from normal operations to emergency situations.
- Standard operating procedures may apply to multiple facilities that are similarly designed.
- Procedures should have similar format and content, to minimize the likelihood of procedural error.
- One of the primary functions of written operating procedures is to standardize equipment and facility operations training for new or inexperienced personnel.
Other necessary information required to be included:

- The safety and environmental consequences of deviation outside the operating limit envelope
- The steps required to correct or avoid a deviation from the operating limits
- Environmental and occupational safety and health considerations of chemical release or exposure
- Any special or unique hazards
- Operating procedures must be reviewed and updated periodically. The frequency is directly correlated to the degree of risk present.
- Changes to the facility should prompt a review of the procedures as part of the MOC process.
- Personnel must be trained on any changes made to the procedures
